Mr. Battle is a seasoned executive with over 20 years of experience in management and technical positions as a leader in both government and industry. He has a diverse background with expertise in the management of IT modernization initiatives, large-scale system development and integration, and the operations and maintenance of networks and systems. Immediately preceding his present position, Mr. Battle was the Deputy Director of Special Programs for Exceptional Software Strategies, responsible for managing the provision of technical services and capabilities to DoD clients. Prior to joining ESS, Mr. Battle was a government executive responsible for the modernization of end-user services at several DoD Agencies worldwide. Prior to that, Mr. Battle completed a distinguished career in the United States Air Force. Mr. Battle holds a Bachelor of Science degree in Business Administration from the Hawaii Pacific University and a Juris Doctor from the University of Maryland at Baltimore. He is a member of the Maryland Bar and an active member in both the PMI and AFCEA.
Josh Kinley has more than a decade of experience supporting customers within the Federal Government and Department of Defense (DoD). He has extensive experience in the areas of Federal and DoD acquisition/program management, financial analysis, and IT system development and deployments. Prior to PCI, Mr. Kinley served as the Senior Director of Acquisition Support Services with SI International’s Intelligence Business Unit, managing the Systems Engineering and Technical Assistance (SETA) support for the organization’s largest customer. In this role Mr. Kinley was directly responsible for coordinating and managing support across a spectrum of organizations with dozens of high profile acquisition programs, many of them Acquisition Category (ACAT) 1 programs with reporting responsibilities to DoD and the Office of the Director of National Intelligence (ODNI). Prior to joining SI, Mr. Kinley held positions with Bridge Technology Corporation, a defense contractor based in Columbia, Maryland. He began his career serving with distinction as an officer in the U.S. Army Military Intelligence Corps. He holds a MBA from Johns Hopkins University with a focus on IT Management and a BS degree in Life Sciences from the United States Military Academy at West Point. He is a PMI certified Project Management Professional (PMP).
Partner, Chief Technology Officer
Vance Mitzner has more than 25 years of experience in Systems Engineering, Network Design and IT Service Architecture with customers in the Federal Government and US Department of Defense. Prior to joining PCI, Mr. Mitzner served as an Independent Contractor on a backbone Wide Area Network (WAN) Modernization, developed architectural documents for enterprise Quality of Service (QoS), and supported the Lead IT Architects within a Federal Agency to lay the IT Roadmap and architectural strategy that was used as the IT Strategic Plan. During this tenure, he participated in the Architecture Review Board (ARB) as direct contract support to the Lead Network Architect which involved assessing designs and architectures and making recommendations based on customer architectural guidelines. Prior to being an Independent Contractor, Mr. Mitzner held positions of increasing technical responsibility with both Northrop Grumman Corporation and Booz Allen Hamilton. He holds a MS degree in Computer Science from The Johns Hopkins University and a BS degree in Electrical Engineering from The University of Maryland.
Don Whitfield brings to PCI Strategic Management more than a decade of experience in program and acquisition management, business and financial analysis, and the integration of IT services and systems with customers in the Federal Government and US Department of Defense. Prior to joining PCI, Mr. Whitfield served as the Senior Director of IT Operations with SI International’s Intelligence Business Unit. In this role, he was responsible for the delivery and management of professional and IT services to several Federal Agencies. During his tenure with SI, he demonstrated his ability to assess and identify customer needs, quickly deploy business assets, and manage professional support services to leaders at the highest level of Government. Prior to SI, Mr. Whitfield held positions of increasing management responsibility with Bridge Technology Corporation, a defense contractor based in Columbia, Maryland. He began his career serving with distinction as an officer in the U.S. Army Corps of Engineers where he attained his Airborne and Ranger qualifications. He holds a MBA from Loyola University Maryland and a BS degree in Civil Engineering from The Citadel. He is a PMI certified Project Management Professional (PMP) and DAWIA certified in Acquisition and Contracting.
